Rules Making Rules
Dear Colleague,
The Assembly Rules Committee has created a new document outlining Assembly job titles and descriptions, salary ranges, and career path guidelines. The document has not been shared with affected staff or published on the Assembly intranet; however, you can review it now on the California Legislative Union website.
This is the most detailed document the Rules Committee has produced to date. But why now?
Make no mistake: this timing is not a coincidence. Legislative staff have sought transparent hiring and promotion practices for decades. What has changed is not the need for reform – it is the growing power of the workers demanding it. Beginning July 1st, legislative staff will be able to unionize for the first time in California history.
This document is the Rules Committee’s last chance to unilaterally dictate the terms of our work. Next time, our union will be at the table.
We applaud the Rules Committee for developing this document. We look forward to reviewing similar publications for Assembly committees and Senate staff. The policies laid out here provide a strong starting point for negotiation.
In the coming months, the California Legislative Union will meet with the Rules Committee to bargain over workplace issues as equals under the law. Together, we will build job titles, career pathways, and workplace standards that serve staff and Members alike.
